Yes, and no. Having wine shipped to you in Arkansas is tricky business, as there are stringent state laws on the matter. It was only as recently as 2021 for example, that Arkansas residents could have alcohol from local liquor stores shipped to them in the first place. This was thanks to SB32, signed into law by Gov. Hutchinson in Jan 2021. 

In 2013, act 483 of the Arkansas Beverage Control allowed residents to receive wine shipments to their home if they made the purchase in-person at a winery located in the state. That winery must also be registered with the ABC, who will provide them with authorized shipping labels. Also, residents can only receive one case of wine quarterly.
